Purpose of Role:

  1. To support coordinated assessment exercises and facilitate, through data collection, information management best practices, a harmonized approach to needs assessments
  2. Support the undertaking of a joint assessment
  3. To establishment assessment-related database and facilitate data analysis and preparation of related information products

Key Responsibility Areas:

    • Support the undertaking of a joint assessment

      • Select appropriate Key Informants for interviews.

      • Conducting interviews using the assessment tools.

      • Handle and fill in questionnaire on paper or through digital device (PDA/Smart Phone)

      • Undertake structured/semi-structured observation.

      • Recognize and give an account of problems in obtaining data as to support evaluation.

      • Report to the team supervisor and discuss developments daily.

    • To establishment assessment-related database and facilitate data analysis and preparation of related information products

      • Support sectors in filling out the sectoral pages of humanitarian data.

      • Support the compilation of the humanitarian data.

      • Ensure user-friendly data is available to inform relevant planning and fundraising tools (Flash Appeal, Consolidated Appeal Process, government planning) and future planned assessments.

      • Perform other duties as required.

Skills and Qualifications:

Essential:

      • Relevant university degree or higher education.

      • 3-5 years of proven experience of data analysis in humanitarian contexts, with a minimum of 3 year’s field experience. Knowledge of statistical analysis required.

      • Experience of assessment design and data management related to sectoral needs assessment in complex environments. Significant experience in assessment at household level, with knowledge of different data collection methodologies.

      • Experience in designing, conducting and analysing surveys in a developing country context.

      •  Experience of managing, training and supporting staff

      • Strong interpersonal/coordination skills within teams and for good relations with partners and authorities.

      • Proven ability to undertake activities through a participatory, inclusive and consultative process.

      • Proven interpersonal and negotiating skills, including with people of different backgrounds, e.g. governmental, NGO, UN etc.

      • Demonstrated ability to effectively work in emergency and/or complex operations within a multi-cultural environment. 

      • Proven skills in analysis and negotiations.

      • Excellent drafting skills are essential.

      • Understanding of local situation and community dynamics

      • Ability to gather information in an objective and sensitive way

      • Effectively convey information in local language/English

      • Understand and interpret reactions in a culturally and gender sensitive way

      • Expertise to enter, transcribe, record, maintain data

      • Basic understanding of technology

Desirable: 

      • Adapting easily to the complex emergency situation and work environment.

      • Familiar with Sphere standards and Humanitarian principles.

      • Proficient in basic computer software programmes (Computer Aided Designing – CAD, Windows, databases, spreadsheets, word-processing, power-points).

      • Skills in training and developing staff and practical participatory methodologies.

      • Professional qualification in at Masters Degree level an added advantage.  

 

National Humanitarian Network Pakistan

A volunteer network, founded in 2010 in result of interactive dialogue in National Disaster Management Authority (NDMA) “to act as an independent and vibrant voice to engage with stakeholders throughout Pakistan for promotion of humanitarian values by influencing policies and building capacities to ensure right based humanitarian response”. 172 humanitarian organizations are members of NHN from across Pakistan and it is open for all national and local organizations engaged in humanitarian assistance or disaster management advocacy.  NHN focus on “Effective and Accountable Humanitarian Governance” – mainly in Response and Disaster Preparedness through four major areas i.e. “Coordination/networking, Advocacy, Capacity Building and Information Management”.

NHN is a key network in Pakistan which is well connected with various stakeholders and demonstrated its effectiveness to do proper advocacy and lobbying for access, space and principled response. NHN supports stakeholders in collecting and timely sharing of critical information for preparedness and response as its members are spread across Pakistan and even in hard to reach areas.
