Purpose of Role:
- Assist to design and plan an effective emergency shelter (temporary/permanent) response programme
- To fulfill necessary reporting, information and communications requirements
Key Responsibility Areas:

Assist to design and plan an effective emergency shelter (temporary/permanent) programme.

Carry out rapid and in depth assessments of shelter needs at various settlement areas/sites
-
Develop appropriate shelter and settlement activities to provide timely, adequate shelter, maximising local capacities and livelihood opportunities while reducing shelter and settlement-related risks and vulnerabilities.

Provide detailed technical assessments as required, and develop operational plans for shelter activities identified in accordance with appropriate participatory design, construction and monitoring methodologies.

Ensure that all shelter activities are developed in coordination with other sector’s teams as appropriate. Work closely with public authorities and other organisations in the provision of temporary/permanent shelter that promotes life with dignity.

Ensure that the shelter response, technical design and linked activities comply with appropriate local, national and international standards and regulations.

Ensure that environmental and sustainability issues are considered in the technical design and works, in keeping with agreed best practices.

Support, train and develop local/national staff and volunteers in shelter planning, maximising community participation, self-help approach for rapid emergency and transitional shelter interventions.

Coordinate with the shelter cluster/working group, WFP/IFRC/UNHCR/UNDP and Government (rural/urban planners or physical planners), NGOs working on Shelter & Site planning.

Ensure that all planned activities are culturally sensitive and take into account the local context, and are in line with Red Cross and NGO Code of Conduct, Sphere minimum standards (if applicable) and humanitarian principles.

Follow the humanitarian principles, standards and guidelines and ensure these are adhered to by staff, partner staff, deployees and volunteers

Ensure that environmental and sustainability issues are considered.

Ensure transparency and accountability tools, processes and mechanisms to rights holders are in place.

Assist to ensure efficient and effective management and implementation of the emergency shelter (temporary/permanent) response programme
-
Oversee the use of appropriate project procedures and documentation, including project development tools; technical scheme designs and cost plans; tender and contract documentation; project tracking tools, and overall programme budgets.

Ensure that tenders and contract administration for construction and design, engineering and site supervision services as required are in accordance with agreed procedures, and provide the required level of internal programme and financial control.

Ensure technical support and installation of tents/tarpaulins or other laouts are don e in line with Sphere and other shelter standards.

Support, train and develop local/national staff and volunteers in shelter management, maximising community participation, self-help approach for rapid emergency and transitional shelter interventions.

Liaise and collaborate, where appropriate, with international, government and non-government, UN agencies.

To fulfill necessary reporting, information and communications requirements

Maintain records of the site location and basic population information, and keep track of any vulnerable cases requiring special shelter needs.

Produce regular, timely and accurate narrative and financial reports for donors.
Skills and Qualifications:
Essential:
-
Degree or similar professional qualification in Structural/Civil Engineering, Architecture, Construction Management or related technical field.
-
Relevant supervisory and management experience, proven good interpersonal skills, along with well-developed training experience.
-
The ideal candidate must have a well-developed computer / system experience as well as demonstrable security management experience.

Fluency in English is required.

Diplomacy, tact and high level of commercial negotiation skills.

Understanding of and commitment to gender and cultural sensitivity.

Understanding of and commitment to humanitarian principles and minimum standards for disaster response, the NGO/Red Cross Code of Conduct, the People in Aid Code of Conduct, ActionAid’s human security in emergencies and conflict strategy and approach, and security and policy procedures.

A commitment to the importance of downward accountability to rights-holders and transparency in humanitarian response.
Desirable:

Adapting easily to the complex emergency situation and work environment.

Familiar with Sphere standards and Humanitarian principles.
-
Experience in Shelter management in complex humanitarian challenging situations.
-
Proficient in basic computer software programmes (Computer Aided Designing – CAD, Windows, databases, spreadsheets, word-processing, power-points).

Skills in training and developing staff and practical participatory methodologies in shelter construction.
-
Professional qualification in at Masters Degree level an added advantage.
