Purpose of Role:

  1. To support in designing and managing the WASH emergency response programme
  2. To build the capacity of staff and partners on WASH emergency programming
  3. To ensure monitoring and evaluation requirements are met along with accountability requirements as project reporting

Key Responsibility Areas: Water, Sanitation and Hygiene programming in country context:

    • To support the Country Programme in designing and managing the WASH emergency response programme

      • Carry out rapid and in-depth assessments for wash needs among disaster-affected communities, working in close partnership with affected populations, partners, local authorities, other agencies and the UN.

      • Ensure that risks; needs; and an analysis of threats to life, health and dignity of the disaster affected population are included in the needs assessment.

      • Support in designing a WASH response programme, ensuring that planned interventions take on board the existing WASH gaps in the affected communities.

      • Mapp WASH interventions by other international NGOs, local NGOs, the UN, Faith Based Organisations, the government, and evaluate how ActionAid International could engage/work with them.

      • Lead in WASH project implementation, with staff line management and financial management responsibilities as delegated by the relevant manager

      • Support in writing proposals for programme interventions.

      • Ensure that all planned activities are culturally sensitive and take into account the local context, and are in line with Red Cross and NGO Code of Conduct, Sphere minimum standards (if applicable) and humanitarian principles.

      • Follow the humanitarian principles, standards and guidelines to ensure these are adhered to by ActionAid staff, partner staff, deployees and volunteers

      • Ensure that environmental and sustainability issues are considered.

      • Ensure transparency & accountability tools, processes and mechanisms to rights holders are in place.

    • To build the capacity of staff and partners

      • Build capacity of staff and partner staff to increase their effectiveness in WASH interventions

      • Identify and support local partners to assist with implementation of WASH programme.

    • To ensure monitoring and evaluation requirements are met along with accountability requirements as per project reporting

      • Carry out regular and timely monitoring of project activities to ensure compliance to timeframes, and efficiency and effectiveness in addressing the WASH needs of the affected population.

      • Maximise beneficiary participation in project implementation and ensure compliance

      • Ensure compliance with minimum standards, such as Sphere guidelines

      • Support in designing and implementing a baseline survey, where necessary.

      • Work with the team to ensure timely reporting on programme activities, programme evaluation and donor reporting.

Skills and Qualifications:

Essential:

      • Bachelors in Civil Engineering or Public Health,

      • Sound knowledge public health and one or more participatory methodologies

      • At least three years experience of WASH work

      • Training and capacity building skills

      • Good understanding of Public Health issues linkages with Gender

      • Excellent verbal and written English

      • A strong commitment to AA’s vision, mission and values, especially the rights based approach and the principles of equal opportunity.

      • Understanding of and commitment to gender and cultural sensitivity.

      • Understanding of and commitment to humanitarian principles and minimum standards for disaster response (including Sphere), the NGO/Red CrossCode of Conduct, the People in Aid Code of Conduct, ActionAid’s human security in emergencies and conflict strategy and approach, and security and policy procedures.

      • A commitment to the importance of downward accountability to rights-holders and transparency in humanitarian response

Desirable: 

      • Working knowledge of a local language

National Humanitarian Network Pakistan

A volunteer network, founded in 2010 in result of interactive dialogue in National Disaster Management Authority (NDMA) “to act as an independent and vibrant voice to engage with stakeholders throughout Pakistan for promotion of humanitarian values by influencing policies and building capacities to ensure right based humanitarian response”. 172 humanitarian organizations are members of NHN from across Pakistan and it is open for all national and local organizations engaged in humanitarian assistance or disaster management advocacy.  NHN focus on “Effective and Accountable Humanitarian Governance” – mainly in Response and Disaster Preparedness through four major areas i.e. “Coordination/networking, Advocacy, Capacity Building and Information Management”.

NHN is a key network in Pakistan which is well connected with various stakeholders and demonstrated its effectiveness to do proper advocacy and lobbying for access, space and principled response. NHN supports stakeholders in collecting and timely sharing of critical information for preparedness and response as its members are spread across Pakistan and even in hard to reach areas.
