The Start Network is in a process of forming “Disaster Risk Financing” (DRF) system (concept note) in Pakistan that allows civil society actors in country to pro-actively manage disaster risks like heatwave droughts and floods. This will be done through the scientific modelling of hazards, collaborative development of contingency plans and the establishment of pre-positioned financing to enable earlier, more predictable and better coordinated assistance to communities affected by disasters. The DRF system will be the future financial infrastructure of the Start Network. Through the system Start Network and its members will be able to deploy funds in timely, predictable and efficient ways to frontline NGOs. The long-term goal is to incorporate existing Start Network funding mechanisms as well as new instruments, to provide a continuum of funding that will enable all members to better protect communities at risk.

WHH, Pakistan is host organization in Pakistan to provide the administrative, logistical and technical support for the development of national DRF systems in Pakistan through formation of Start Network Hub. The Hub will play a pivotal role by acting as a central coordination point for all Start Network activities in country.

They are in process of establishing technical working groups for “Flood, Drought and Heatwave” (TORs of working group) and are seeking nominations for the technical working groups. Desirous organizations who intend to work with Start Network Disaster Risk Finance (DRF) project in Pakistan are requested to share their nominations for any one technical working group for which they have the expertise. 

Nominations are open till 15 June 2020. The nominations are open to all organizations and it is a first come and first served process, however the experience and expertise of organizations will also be considered. (Nomination Form)

National Humanitarian Network Pakistan

A volunteer network, founded in 2010 in result of interactive dialogue in National Disaster Management Authority (NDMA) “to act as an independent and vibrant voice to engage with stakeholders throughout Pakistan for promotion of humanitarian values by influencing policies and building capacities to ensure right based humanitarian response”. 172 humanitarian organizations are members of NHN from across Pakistan and it is open for all national and local organizations engaged in humanitarian assistance or disaster management advocacy.  NHN focus on “Effective and Accountable Humanitarian Governance” – mainly in Response and Disaster Preparedness through four major areas i.e. “Coordination/networking, Advocacy, Capacity Building and Information Management”.

NHN is a key network in Pakistan which is well connected with various stakeholders and demonstrated its effectiveness to do proper advocacy and lobbying for access, space and principled response. NHN supports stakeholders in collecting and timely sharing of critical information for preparedness and response as its members are spread across Pakistan and even in hard to reach areas.
