Introduction

NHN Digital Resource Center (DRC) under Shifting the Project (StP) leverage access to information through humanitarian platforms/networks for increased coordination and collaboration. This resource center has been set-up to enable local organizations, individuals and humanitarian community to retrieve and share desired information which is more authentic and reliable. This multi-purpose web portal alongside equipped with discussion board features galvanize two-way communication. NHN believes in free access to knowledge and information for every one for a better humanitarian governance and accountability.

NHN wants all members of NHN Digital Resource Center to have an informative, friendly and safe experience. All site users and any contributions they make must comply with this Code of Conduct. By engaging with NHN Digital Resource Center you accept and agree to abide by this Code of Conduct. The procedure for the submission of material is provided in this document under the heading “Guidelines and terms of reference for submission of documents on NHN Digital Library”

Within this Code of Conduct, "contribution" means any material posted or uploaded to our websites by a member of the public, including any text, photographs, graphics, video or audio material.

General Rules

Users must not

  • use NHN Resource Center to send offensive or harassing material to other users;
  • publish defamatory and/or knowingly false material about any person, other users or entities;
  • reveal confidential information in a personal online posting, upload or transmission - including financial information and information relating to customers, business plans, policies, staff, and/or internal discussions relating to any entity;
  • undertake deliberate activities that undermines the purpose of NHN Resource Center;
  • introduce any form of malicious software into the community.

 

Contributions

  • Must address humanitarian related topics. Contributions must not contain unsuitable or irrelevant website addresses or URLs. Links to pornography, commercial or other inappropriate content will be deleted.
  • Must not plagiarize or violate copyright, trademark, trade secret, privacy, personal or proprietary rights of any kind. Therefore, users will generally need the explicit permission from copyright owners of any existing articles, reports, case studies or other copyrighted material before posting them to the website.
  • Must not contain unlawful, objectionable, disruptive, offensive, harassing, threatening, defamatory, obscene, offensive, abusive, hateful, inflammatory, profane, racially offensive, sexually offensive, or religiously offensive content. Please be respectful and civil to other members, even if you disagree with them. Debates should be productive and founded on constructive criticism.
  • Must not promote illegal behavior. Contributions must not contain violent or sexually explicit material or advocate, promote or assist any unlawful act such as (by way of example only) terrorist acts, copyright infringement or computer misuse.
  • Must not misrepresent their origins. Contributions and/or user names may not be used to impersonate any other person, to misrepresent your identity or affiliation with any person, or to give the impression that they emanate from the NHN when is not the case.
  • Must not involve any flooding, spamming or advertising. Flooding is when the same comment is posted over and over in the same forum; spamming is the posting of the same comment (or very similar) to more than one forum. All advertisements, chain letters, pyramid schemes, junk mail and any other forms of commercial solicitation are prohibited.
  • Are all public and may appear in public search results. Therefore, users should not post personal details or information that should not be publically available.

TORs for Submission of Content on NHN Digital Library

This Resource center has been developed for the benefit of Humanitarian community at large therefore it is expect that all users will adhere to the terms and conditions of the DRC present above. In order to enhance the effectiveness and to monitor any inappropriate use of the DRC, NHN content committee has been assigned the responsibility to oversee all matters relating to the resource center.

Any content uploaded on the resource center except the forum entries from users, is posted after approval from the committee. The content committee has the authority to withdraw any content and/or black list any member for violation of rules. The committee is also responsible for following up any complaints lodged by the users.

Guidelines for the Submission of Content.

NHN Humanitarian Resource center will host only humanitarian related data. The documents provided should fall within the scope of humanitarian work. The contents are divided into the following categories; therefore when submitting, select the most suitable category for the provided content.

  1. Tools: This category will contain documents such as training materials including manuals and flyers. Guide books or charts for the community.
  2. Research Reports: Any kind of research reports prepared by the organization on disaster related material.
  3. Case Studies: Reports on use cases, success stories, or lesson learned exercises. 
  4. Policy Documents: Policies and procedural document that can help other organizations to streamline their own policy and procedures.

 

Acceptable Formats

The list of acceptable document formats is

  1. PDF
  2. Word
  3. Image files (in case of scanned documents)

Procedure for Submission of Content

  • The uploading of documents can only be done by registered users. Therefore before uploading any document you must register with the DRC.
  • To submit a document, after signing in proceed to the library option. Go to the File Upload menu under the library menu or from the library page click on the tab “Submit your file here” at the bottom of the left bar.
  • Select the category from the drop down list on top right of the form.
  • Fill in the required in information and upload the file.
  • Once the document has been uploaded the DRC team will be notified of the entry.
  • The document will be vetted by the content committee for approval.
  • On successful approval the document will be published thereby making it public.

  • The submission through email will also require approval from the Content Committee before posting it for general public.

 In addition to the above mentioned conditions every document uploaded in the digital library must abide by the general terms and conditions of the DRC.

 

ToRs for the Forum

The forum will serve as a platform for the humanitarian community and the general public to discuss the prevailing humanitarian issues. In order to use (post any question or topic) the forum you must be a registered member. The discussions and question answers can be viewed by anyone, registered and un-registered users alike.  The discussions can be carried out in the general section of the forum where all users will be treated equally and all registered users will have the privilege to create a topic or reply to an existing topic.

The “Suggestion Box” section is where users can give there feedback and suggestion for improvements and for reporting of any issues that they might have encountered.   

 In the “Ask the Expert” section humanitarian experts will be engaged to respond to users queries on the preselected topic. Every month a new topic will be posted in this section and correspondingly humanitarian experts of the topic will be engaged on monthly basis. After the completion of one month period the topic will be closed hence posting of new questions will be disabled in that topic.

This is a restricted section where the users can only create a new question; they cannot post a reply to any existing question. Reply to a question is only available to the engaged experts of the topic. This has been done to restrict the question becoming a discussion topic without any conclusive result.

In order to get the accurate and timely response it is advised that the users should write to the point subject of the question. Further in the body explain the question in detail.

Guidelines for the use of Forum

Once you have signed in you can post a question. Proceed to the forum. Inside the forum you can proceed to any of the sections in the forum home. In case of “Ask the Expert “section you must click on the current topic of the month. This will take you to the page where all the questions posted in that topic have been posted. You can create you question by clicking “New Question” button. This will lead you to the text editor where you can write the question with a subject line and a text area to elaborate. Press submit button at the bottom for the question to be posted. When posting a question make sure that the check box at the bottom labeled “subscribe” is checked. This will ensure that you will get an email whenever a reply is posted to your question.

Once the question is posted the all the users who have subscribed to that category will be notified of the posting. In case of Ask the Expert Section the engaged experts will also be notified through email. They will respond to the question when it is feasible to them.

Note: All postings in the forum will be monitored and any violations of the Terms and Conditions of DRC will be moderated (deleted). If a user violates the term and conditions persistently then him membership could be revoked after approval from the NHN content committee. Users can report any inappropriate posting by clicking the report this button at the bottom of every question. (You must be signed in to perform this function.)

Revocation of Membership

Users who violate these rules and contribution guidelines will be sent a warning message by the NHN Digital Resource Center Content Committee, identifying the issue at stake and notifying them of its removal. Users who repeat offenses after receiving warnings will be banned from the site.

National Humanitarian Network Pakistan

A volunteer network, founded in 2010 in result of interactive dialogue in National Disaster Management Authority (NDMA) “to act as an independent and vibrant voice to engage with stakeholders throughout Pakistan for promotion of humanitarian values by influencing policies and building capacities to ensure right based humanitarian response”. 172 humanitarian organizations are members of NHN from across Pakistan and it is open for all national and local organizations engaged in humanitarian assistance or disaster management advocacy.  NHN focus on “Effective and Accountable Humanitarian Governance” – mainly in Response and Disaster Preparedness through four major areas i.e. “Coordination/networking, Advocacy, Capacity Building and Information Management”.

NHN is a key network in Pakistan which is well connected with various stakeholders and demonstrated its effectiveness to do proper advocacy and lobbying for access, space and principled response. NHN supports stakeholders in collecting and timely sharing of critical information for preparedness and response as its members are spread across Pakistan and even in hard to reach areas.
