About the webinar

This webinar is organized to orient on Host Nation Support Guidelines for Foreign Assistance to Pakistan. The guidelines were developed in collaboration between NDMA and a project team of the Asian Disaster Preparedness Center. The Guidelines for Pakistan focuses on information and actions to reduce response time in large-scale disasters that may require foreign assistance should local capacity be overwhelmed. The Guidelines provides guidance for all groups of stakeholders relevant to their role and the operating environment.

About the Speaker

Brig (Rtd) Sajid Naeem has over 39 years of experience in civilian and military set ups, on progressively responsible positions for tactical to strategic planning and action in a variety of emergency settings. Has Seven years of concentrated practical leadership experience in planning and managing pre-disaster preparedness, disaster relief, post-disaster recovery, transition to development initiatives and capacity building programmes. Holds Masters Degree in War Studies from Quaid-I-Azam University, Islamabad.

Performed as Member (Operation) in National Disaster Management Authority (NDMA) from January 2010 to June 2013 and supervised all activities related to disaster management.  Managed and monitored the implementation of rescue/relief operations, recovery and reconstruction during Floods 2010 & 2011. Was head of Head of National Institute of Disaster Management (NIDM) from July 2013 to Jun 2017 and remained involved in capacity development of government functionaries and humanitarian partners in prevention of disaster and mitigation programmes.

Presently he is Country Manager (Pakistan) and representing Asian Disaster Preparedness Center (ADPC) as focal person for assigned project at the country level for coordination with Government, Local NGO partners and other stakeholder agencies.

National Humanitarian Network Pakistan

A volunteer network, founded in 2010 in result of interactive dialogue in National Disaster Management Authority (NDMA) “to act as an independent and vibrant voice to engage with stakeholders throughout Pakistan for promotion of humanitarian values by influencing policies and building capacities to ensure right based humanitarian response”. 172 humanitarian organizations are members of NHN from across Pakistan and it is open for all national and local organizations engaged in humanitarian assistance or disaster management advocacy.  NHN focus on “Effective and Accountable Humanitarian Governance” – mainly in Response and Disaster Preparedness through four major areas i.e. “Coordination/networking, Advocacy, Capacity Building and Information Management”.

NHN is a key network in Pakistan which is well connected with various stakeholders and demonstrated its effectiveness to do proper advocacy and lobbying for access, space and principled response. NHN supports stakeholders in collecting and timely sharing of critical information for preparedness and response as its members are spread across Pakistan and even in hard to reach areas.
